Large pilings driven to bedrock or a foundation dug to bedrock is the only sure fire way. Trees, shrubs and vegetation can help hold the topsoil, but given enough rain, snow or mud it will eventually give wayHow can you stabilize upslope/downslope terrain to prepare for a house build?
I have seen stabilisation of rock using long steel pins which are inserted in drilled holes. I think the method came from mining where thy use these pins to support the tunnel roofs where the rock is not strong enough to self support. I think they are located by expanding nut on inside end, and have nut and large washer / plate on outside. I have seen sheer cliffs supported this way.





Building on underpinned concrete floor is your best option. ie floor stregnthened with steel rods as the concrete is being laid. It will be the most cost effective way to do it. If you are in UK building warrant officers will keep you right.
Hire a groundwork's specialist if you don't get this absolutely correct on a self build it will cost you a fortune later and you will have wasted time effort and money
