These days (now that there's more engineering specialization than just Military Engineering and Civil(ian) Engineering) Civil engineering is generic name for a number of sub-disciplines taken together. A Civil Engineering degree in the U.S. is required to teach at least 4 of them to be accredited by ABET (used to stand for Accredation Board for Engineering %26amp; Technology, now it's like SAT and doesn't stand for anything any more).
So, what are those Civil fields? Kinda depends on who you ask. The PE Exam (think of it as the bar exam for engineers) for Civil Engineers has a ';Breadth'; section in the morning, and then in the afternoon you take one of five detailed ';Depth'; sections: Construction, Geotechnical, Structural, Transportation, and Water Resources %26amp; Engineering. On the other hand, the American Society of Civil Engineers lists seven on its ';Technical Specialties'; webpage: the same five as the PE Exam, except with Environmental and Water Resources separate, and then Urban Planning added in.
As for house building in particular, the two branches relevant to building things (Construction and Structural) are both unlikely to have much to do with building a house, except in broad terms. For instance, a civil engineer working for a developer might oversee the construction of a 240-house subdivision all at once, or might work on the roads and utilities for all a subdivision. Building one individual house, though, for instance if you wanted to buy a vacant lot and build a new house, is quite frankly too small a project to be worth an engineer's time unless they've left the engineering field altogether and work as a general contractor.What is civil engineering? Civil engineering was the second class of engineering to be devised, after military engineering. It consists of the design of structures and such that are used by society as a whole. It's an immense field, and I plan to begin university studies in civil engineering this coming fall!What is civil engineering? Does it focus on house building?
Civil engineering is the design of buildings, structures, and roads. Design of houses is a small part, maybe uneconomical part. Of course civil engineers specialize in one area of the design of structures. All engineers start out as Civil engineers and then specialize into the other through specific courses.

It involves analysis, design and contruction and much more of buildings.
By buildings i mean: dams, waterways, sky scrapers, homes, bridges, towers, roads.
Its a very interesting field.
It does not focus only on house building.
Its much bigger and complex then you can imagine.
